What is different about public institutions here

An institutional plan has to survive a change of leadership. That makes ownership inside the institution more important than the quality of the document, and it shapes how we facilitate.

Systems must also stand up to audit and to publication. Evidence that cannot be shown to a third party is not much use to a ministry or a regulator.

We work as facilitators and advisers. The plan belongs to the institution.

The institution does. We work as facilitators and advisers, and we design the process so ownership sits inside the organization rather than with the consultant.
Can you support execution after the plan is approved?
Yes. Execution support, monitoring and periodic strategy review are part of how we work, not a separate upsell.
