What is different about ICT and telecommunications here

Infrastructure in this sector tends to grow by accretion. Each expansion is rational on its own and the whole becomes something nobody holds a complete picture of — until availability starts to slip.

Connectivity and power constraints make cloud and data centre decisions genuinely different from the reference architectures vendors present. What works elsewhere is not automatically what works here.
